Puppy Mill Awareness Day is held every September in Lancaster County,
Pennsylvania. Lancaster has more puppy mills per capita than any other
county in the United States. Puppy mills, most of which are inspected and
licensed by the USDA, are notorious for their filthy, overcrowded
conditions and the unhealthy dogs they produce. Puppy mills are also the
leading contributor to animal shelter overcrowding and the mass euthanasia
