APPOINTMENT OF AIVAR KEMPI TO THE MANAGEMENT BOARD OF AS TRIGON PROPERTY DEVELOPMENT

The Supervisory Board of AS Trigon Property Development decided at its meeting  
held on 08.10.2007 to remove from the Management Board the current Management   
Board members Andres Kivistik, Einar Pähkel and Erik Piile, who will continue as
the management board members of AS Viisnurk, and to appoint Aivar Kempi as the  
new Management Board member. Aivar Kempi has graduated from Tallinn University  
of Technology with a Civil Engineer's degree in 1982 and has experience in      
property development business since 1982, having as part of his career managed  
from 1997 to 2005 different property development divisions in AS Merko Ehitus   
and being a Director of property development in AS Trigon Capital since August  
2005. Aivar Kempi does not own any shares of AS Trigon Property Development.    

Pursuant to the stock exchange release published earlier, Ülo Adamson, who is   
currently the Chairman of the Supervisory Board of AS Trigon Property           
Development, is planned to be appointed to the Management Board (as the         
Chairman) in addition to Aivar Kempi. The said change will be effected right    
after adoption of the respective resolution of the planned upcoming             
shareholders' meeting where it will be proposed to remove Ülo Adamson from the  
position which he currently holds in the Supervisory Board.
