KLAMATH FALLS, OR--(Marketwire - March 31, 2010) - Thinking they had escaped the steep living costs of New York City, new homeowners Jeanne McCabe and John Reis of Katonah, New York, were in for quite a shock when they received their first heating oil bill that totaled more than $1,000.
