CINCINNATI, Dec. 9, 2010 (GLOBE NEWSWIRE) -- The board of directors of the Federal Home Loan Bank of Cincinnati (FHLBank) has named three new members to its 2011 Advisory Council (Council), and reappointed two members. The 15-member Council provides guidance to the board and staff on housing needs and programs that will enhance the FHLBank's affordable housing and economic development programs in its Fifth District territory of Kentucky, Ohio, and Tennessee. All appointments are three-year terms, effective January 1, 2011:

Don Alexander, Executive Director of the Crossville Housing Authority in Crossville, Tennessee, which serves the affordable housing needs of low-income and special needs families in that region. Mr. Alexander is a founder of the Tennessee Statewide Affordable Housing Coalition, past president of Tennessee Association of Housing & Redevelopment Authorities, serves on the Executive Committee of the East Tennessee Human Resource Agency Workforce Development Initiative, and numerous other civic and community organizations. He has received awards from the Department of Housing and Urban Development, USDA Rural Development, and received the 2010 Tennessee's Best Award for Outstanding Advocate from the Tennessee Housing Development Agency.

Ted Fellman, Executive Director of Tennessee Housing Development Authority. Under his leadership THDA created a housing trust fund in 2006 to provide grant funds for Tennesseans of very low income, with special needs or above 60 years of age and led efforts to create the Tennessee Statewide Affordable Housing Coalition. Mr. Fellman is a 26-year veteran of state government, has worked at THDA in various capacities since 1995 and has been Executive Director since 2005. Ted is serving his second two-year term on the board of directors for the National Council of State Housing Agencies, and is a member of the Advisory Board of the College of Public Service and Urban Affairs at Tennessee State University.
- David Kreher, Executive Director for People's Self-Help Housing of Vanceburg, Kentucky, a non-profit organization addressing the housing needs of low- and moderate-income residents. Mr. Kreher has served as chairman of the Federation of Appalachian Housing Enterprises and continues to serve on its board. He is a member and former chairman of the Kentucky Affordable Housing Trust Fund Advisory Committee, a member of the Kentucky State Housing Policy Advisory Committee, a member and former chairman of the Homeless and Housing Coalition of Kentucky, and has received numerous state awards for contributions to affordable housing. He has been Executive Director of People's Self-Help Housing since 1985, and was its first employee in 1982.

Lawrence E. Murtaugh, President of Catholic Charities Facilities Corporation in Cleveland, Ohio. He was first appointed to the Council in 2005.
- Marie Williams, Director of Housing and Recovery Services, Tennessee Department of Mental Health and Developmental Disabilities (TDMHDD), Nashville. She was first appointed to the Council in 2005.
The FHLBank is a $66 billion congressionally-chartered wholesale regional bank providing financial services for residential housing and economic development to 732 member financial institutions located in Kentucky, Ohio and Tennessee. It has contributed over $400 million for the creation of 54,000 units of lower-income housing through its Affordable Housing Program since 1990. The board has also approved $15 million over and above the AHP to assist with special needs housing, foreclosure mitigation and, most recently, ramp construction for mobility impaired households.
