Boston EMS' incredibly efficient and text-book response to the incident is a testimonial to its frequent disaster preparedness training and exercises, as well as mutual aid partnerships. Boston EMS Chief James Hooley and his team cleared the scene of all bombing victims in 18 minutes. Because of personnel's speedy response, every victim who was transported to a local hospital survived.
