Washington, D.C., June 14, 2018 (GLOBE NEWSWIRE) -- The Electrification Coalition (EC) today released the ZEV Scorecard, a ranking system and informational tool for policymakers, advocates, and the public to use as a guide to improve the effectiveness of state-level actions to increase adoption of plug-in electric vehicles (PEV). The ZEV states, which are already the country’s leaders of supportive PEV policies and adoption, were analyzed and placed into three tiers with California, Maryland and Connecticut placing in the top tier.
“While there are more than 700,000 EVs on U.S. roads today, electric vehicles are still only about one percent of U.S. light-duty vehicle sales. As state legislatures look to automakers to increase the availability and diversity of PEV models in all ZEV MOU states, the scorecard is meant to be used as a resource for the public and policymakers,” said Ben Prochazka, Vice President of the Electrification Coalition. “It’s a tool that can be used to decide whether states should take new, or enhance current, actions that will accelerate consumer demand—in turn catalyzing both vehicle availability and more EVs on the road.”
The EC is a nonpartisan organization that supports expedited EV adoption as a pathway to reduce U.S. dependence on oil. As oil prices reach nearly four-year highs, EVs and PEVs can help insulate not only consumers, but city, state and privately-owned vehicle fleets from oil price volatility, in turn strengthening our national and economic security.
The ZEV Scorecard was developed by the EC to provide a single, comprehensive and data-driven ranking of the ZEV MOU states. By tracking policy changes over time it can help to determine effectiveness of certain strategies and can underscore the importance for states and other regulators to continue to create policies that support PEV adoption.
States can analyze the steps taken to date in order to determine if they should implement or add to financial and non-financial incentives, develop EV infrastructure and, or create public awareness campaigns.
The 2018 ZEV Scorecard Tiered Rankings:
Tier 1: California, Maryland, Connecticut
Tier 2: Massachusetts, New York, New Jersey
Tier 3: Vermont, Rhode Island, Oregon, Maine
To determine the scorecard rankings, the EC used a weighted ranking system and appraised state-level policy actions for three categories: 1. State-provided incentives to consumers; 2. Availability and support of public refueling infrastructure; 3. Outreach campaigns to educate the public. The EC plans to update its analysis and the rankings of the participating ZEV states annually. The full report can be found here.
