In 2011, Gov. Jack Markell signed the Delaware Medical Marijuana Act (DMMA), allowing qualifying patients to purchase and consume cannabis for medical use. Since legal sales began in 2015, more than 11,000 patients have qualified for the medical marijuana program. Patient participation is expected to climb to 20,000 to 30,000 – totaling about 3-4% of the state’s population, in line with participation rates of states with more mature medical marijuana industries.
