Joe Delaney is vice president of commercial IT services within the sector's Commercial, State and Local Solutions business unit. He is responsible for expanding Northrop Grumman's commercial market presence in managed IT services, and developing commercial offerings that leverage the full range of Northrop Grumman's information technology capabilities.

Delaney has more than 25 years of experience in the IT services marketplace, and has held executive positions in sales, marketing and service operations. He earned his bachelor's degree in mass communications from Towson State University, Towson, Md., and holds certifications in the Crosby Quality Process as a hammer reengineer.

As vice president of state and local enterprise solutions within the sector's Commercial, State and Local Solutions business unit, Cheryl Janey heads the state and local business area as it relates to information technology management, human services and public health capabilities across the Information Technology sector.

Janey has more than 20 years of experience in business development, marketing and service delivery. In 2003, she received the Career Communications Group's 2003 Women of Color Technology and Business President's Award. Janey earned her bachelor's degree from Carnegie Mellon University in Pittsburgh, Pa.

John Kavanaugh is vice president, state and local public safety solutions, Commercial, State and Local Solutions business unit responsible for public safety command and control centers, highway transportation management centers, statewide wireless communications systems, automated identification systems, criminal justice systems, and other public safety solutions in the state and local marketplace.

Kavanaugh has more than 20 years of business operations, financial and general management experience. He earned a bachelor's degree in business administration from Weber State University, Ogden, Utah, a master's of business administration from Loyola University, Los Angeles, and is a graduate of the Georgia Technical Institute Executive Management programs.
