Launch of Regulatory Affairs Division Ensures Compliance With FCC and PSC/PUC Rules


ATLANTA, Nov. 7, 2006 (PRIMEZONE) -- Winston Johnson, Chairman and Chief Executive Officer of WinSonic Digital Media Group, Ltd. (Pink Sheets:WDMG), announced that Beverly Jackson was appointed Vice President of Regulatory Affairs responsible for obtaining/maintaining FCC and PSC/PUC approvals in compliance with telecommunication, cable, and broadcast company filings, agreements, approvals and regulatory commission rules and regulations. "We're excited that our regulatory affairs division is in full operation and has shown remarkable progress in a short time, coupled with the opening of our WinSonic Digital Cable Systems Atlanta network and switch site. Both are timely milestones that facilitate the growth and success of the company," stated Mr. Johnson.

Ms. Jackson retired from BellSouth Telecommunications as an Instructional Designer and Instructor in the Training Department after 26 years of service. She re-entered the workforce by joining CI2, Inc. where she developed and managed the Regulatory Affairs Department for 5 years. In addition to other responsibilities, Beverly writes local and long distance tariffs which state rules, regulations and rates for WinSonic Digital Cable Systems Network telecommunications services.

WinSonic's regulatory affairs department has completed certification for Competitive Local Exchange Carrier (CLEC) by the Public Service Commission ("PSC") of the State of Georgia. Through this certification, the Company has the ability to collocate with various LECs (i.e., connect its switches with LEC switches) to gain access to their unbundled network elements (UNE) -- (e.g., facilities, equipment, features and functions). Essentially, this initiates Company access to LEC customers and provides voice, data and video services in each of the calling areas as well as local exchange services. In addition, Georgia PSC approved WinSonic as an Other Common Carrier (OCC). The OCC approval is mandatory in the State of Georgia for companies who operate as a facilities-based carrier. Georgia PSC also approved the Company as an IntereXchange Carrier (IXC). This establishes WinSonic's credentials as a certified provider of interexchange/InterLATA services. The Company obtained a Service Provider Identification Number (SPIN) from the Universal Service Administrative Company (USAC), which allows WDCSN to participate in the Federal Universal Service Fund programs which offer High Cost, Low Income, Rural Health Care, Schools and Libraries Programs administered by USAC. Certification to operate an Open Video System (OVS) in Atlanta and Athens, Georgia (the "Service Areas") has been awarded to the Company. Through this certification the Company is authorized to offer video services in the Service Areas by distributing programming as a cable television provider or by establishing an open video system (OVS) to deliver video programming to the home or business. WinSonic received a FRN (FCC Registration Number) from the FCC that identifies the Company as a provider of interstate services. FRN's are required for entities such as service providers that do business with the FCC and serve as unique identifiers for all transactions with the Commission. In addition, 214 authorizations were granted by the FCC. This certification allows the Company to provide telecommunications services between the United States and foreign points (U.S. - international services).

The State Legislatures, Federal Communications Commission, State Public Utilities/Service Commissions (PUCs/PSCs) and State Departments of Justice have authority to regulate local exchange companies to promote widespread competition in the local telecommunication service industry. "We believe State PUC/PSC approval of WDCSN's provisioning of video, data, cable, digital television, and telecommunication services is imminent making WDCSN an ideal triple play service provider because it is not as heavily regulated, " said Johnson.
