About the Author

Leonard C. Meeker was born in Montclair, New Jersey, where his father was a doctor of medicine. He went to Deerfield Academy, Amherst College, and Harvard Law School. He spent the next year in the General Counsel's Office of the Treasury Department and then a year in of the Office of the Solicitor General, which handles the federal government's litigation in the U.S. Supreme Court. The author served in the U.S. Army from 1942 to 1946, including service in China. On return to the U.S., Meeker entered on duty as a lawyer in the Legal Adviser's Office of the State Department, and was appointed The Legal Adviser of the Department in 1965. In 1969, the author was named U.S. Ambassador to Romania, serving there until 1973. Subsequently Meeker was a lawyer and director of the International Project at the Center for Law and Social Policy, a public-interest law firm in Washington, D.C. During these years, the author was named a member of the Marine Board of the National Academy of Sciences and a director of the Union of Concerned Scientists.
