Capgemini wins major contract with Norwegian Labour and Welfare Administration

Paris, Oslo, 11 June 2012 - Capgemini Norge AS, part of the Capgemini Group, one of the world's foremost providers of technology, outsourcing and consulting has been awarded the contract for managing and further developing The Norwegian Labour and Welfare Administration (NAV)'s enterprise content management system, Arena. The Application Lifecycle Services contract is worth approximately 26 million euros and will run for six years.

NAV's enterprise content management system Arena was developed in 2001 and is used by 7,500 employees in the Norwegian welfare system. Its aim is to ensure a smooth and functioning labour market across the whole of Norway such as by supporting the government's public employment agency and recruitment. It also manages welfare benefits during sick leave, unemployment and maternity leave, through Arena. In addition, the system will provide support for companies endorsing the 'Including Worklife' initiative, an agreement between trade unions, business organisations and the government in Norway. [1]

The Norwegian Labour and Welfare Administration awarded Capgemini Norge AS with the contract because of its high quality services and competencies offered, particularly in application development and management. The aim is to create new digitized services with more effective functionalities, as part of the government's new Digital Agenda initiative. Capgemini will use Lean project methodology to manage and develop NAV's enterprise content management system. As a proactive partner, Capgemini will develop the system according to the new and changing needs and demands from NAV and their employees.

[1] A government initiative started in 2001 called the "More Inclusive Working Life" cooperation agreement (IA Agreement) between employers and the NAV has the main goal 'to prevent and reduce absence due to illness, increase return to work and improve the working environment." Close to 23 per cent of all Norwegian enterprises are IA enterprises today. Employers that commit to the agreement have to ensure that employee representatives and safety delegates commit to a more inclusive workplace. A key condition for achieving the goals of the IA agreement is that the enterprise conducts systematic preventive health and safety work and implements the IA. In return the enterprises receive their own contact person at NAV, facilitations subsidies, remuneration for company health services and expanded use of self-certification.
