The Saint Lawrence Seaway Development Corporation (SLSDC) awarded a purchase order to Thomas Rausch, Lisbon, NY to provide ship inspection services on a sole source basis for the not-to-exceed amount of $25,000 on 02/06/15. The period of performance was 03/22/15 through 05/30/15. The SLSDC determined that acquiring Mr. Rausch's specialized services on a sole source basis was in the best interest of the government. The purchase order requires Mr. Rausch to monitor ship arrivals through the Canadian Coast Guard (CCG) INNAV system and emails and telephone communications with SLSDC personnel and with various ship agents; perform ship inspections as required prior to the ship entering the St. Lawrence Seaway System; and reporting on ship incidents and delays.

The order was modified on 03/11/15 to extend the period of performance through 06/06/15. Another modification was issued on 05/12/15 to extend the period of performance through 06/25/15. Modification No. 0003 increased the funding by an estimated amount of $25,000 to cover the services through 06/25/15.
