US Federal Contractor Registration is reporting the release of the Technical Writing Services Solicitation in Arkansas posted to FedBizOpps (FBO) on June 19, 2015. The Technical Writing Services Solicitation response date is current set in record for July 6, 2015. Every business interested in bidding on the Technical Writing Services Solicitation must be properly registered in the SAM Registration, as well as have the North American Industry Classification System codes 541990 - All Other Professional, Scientific, and Technical Services, and 541 - Professional, Scientific, and Technical Services filed in their SAM account/vendor profile.

The U.S. Food and Drug Administration (FDA), Division of Bioinformatics and Biostatistics (DBB), within the National Center for Toxicological Research (NCTR) conducts bioinformatics research in the area of drug safety, drug repositioning, bioinformatics methodology development, and emerging genomics technologies. Upon conclusion of the research, the principle investigator(s) create manuscripts for publication to disseminate the critical findings of the research. Prior to submission for publication, the manuscripts require proofreading and editing for grammar and technical accuracy.
Technical Writing Services
At a minimum the contractor shall provide:
• Proofread inclusive of spelling, punctuation, typing, grammar and word usage corrections
• Identification of text that is unclear or appears incomplete
• Verification of layout, organization, composition, rationality, and readability
• Adherence to the US Government Printing Office Style Manual
• Suggest revisions to improve clarity or to successfully demonstrate the findings of the research
• Basic working knowledge of bioinformatics and biomedical research terminology
Deliverables:
1. Manuscripts shall be revised using the "Track Changes" feature of Microsoft Word®, and returned as an attachment to an email directly to the primary author of the manuscript, with a cc: to the Government's Technical Point of Contact (TPOC).
2. Initial editing shall be performed and the manuscript returned to the primary author within 14 calendar days of receipts from the TPOC.
3. Should follow-up editing be required, the contractor shall perform the work and return the manuscript within 10 calendar days upon request of the TPOC.
4. Communications for technical clarification shall occur via telephone, email, or Web-conference exchanges.
The Government anticipates the need for up to 20 manuscripts per year with an average word count of 7,500 words, at 250 words per page. Since page count and word count can vary, the contractor shall provide firm-fixed pricing for services premised on number of pages/words. Actual services will be requested by the TPOC on an as needed basis within available funding at the following rates ("not to exceed" funding will be identified at time of award).
