US Federal Contractor Registration is reporting the release of the 8(a) STARS II GWAC Open Season RFP in Washington D.C. posted to FedBizOpps (FBO) on July 14, 2015. 8(a) STARS II GWAC Open Season RFP currently has a response date set for July 24, 2015. Every business interested in bidding on the 8(a) STARS II GWAC Open Season RFP must be properly registered in the SAM Registration, as well as have the North American Industry Classification System codes 541 - Professional, Scientific, and Technical Services, and 541512 - Computer Systems Design Services filed in their SAM account/vendor profile.

The General Services Administration (GSA) is pleased to release the 8(a) Streamlined Technology Acquisition Resources for Services (STARS) II Open Season, a/k/a "STARS II OS" or "S2OS", Request for Proposals (RFP or solicitation), QTA0015MDA2001. This solicitation is the only source of official information about this procurement.

2. The STARS II Open Season RFP consists of the following four (4) files:

3. The file, "Instructions for Using AcquServe to Submit a GSA STARS II Open Season Proposal" serves as a guide to help offerors navigate offer submission in the AcquServe (TM) portal. This is the third in a series of three (3) guides addressing the portal. The guides build upon one another -- an interested party is well served by reviewing the guides in the order posted as each contains important information. The guides are posted on FBO as files associated with solicitation QTA0015MDA2001.

4. As mentioned in the pre-solicitation notice, GSA intends to host optional pre-proposal teleconferences. For more information, see the related file "S2 Optional PreProposal Conferences".

5. The STARS II Procuring Contracting Officer is the sole point of contact for this procurement, who can best be reached at s2os@gsa.gov. Inquiries directed elsewhere might not be considered. GSA reserves the right to publicly discuss and publish, or simply consider, questions and comments regarding the RFP.

6. This is the third posting on FBO regarding the solicitation. The first posting was the pre-solicitation notice on 30 APR 2015, the second was a pre-solicitation notice update on 07 MAY 2015. The postings build upon one another -- an interested party is well served by reviewing the documents in the order posted as each contains important information.

7. While this open season solicitation naturally provides an opportunity to add to STARS II those new prime contractors that qualify under the RFP's terms, it also provides an opportunity to existing STARS II prime contractors that qualify under the RFP's terms.

8. Only legal entities that are SBA 8(a) small business concerns at the time of submission of initial offer that includes pricing will be considered for award as prime contractors in this competitive process.
