US Federal Contractor Registration is reporting the release of the Seawall Reconstruction RFP in Alaska posted to FedBizOpps (FBO) on July 17, 2015. Every business interested in bidding on the Seawall Reconstruction RFP must be properly registered in the SAM Registration, as well as have the North American Industry Classification System codes 237 - Heavy and Civil Engineering Construction, and 237990 - Other Heavy and Civil Engineering Construction filed in their SAM account/vendor profile.

CONTRACT INFORMATION: This is a pre-solicitation notice for a Request for Proposal (RFP) for Seawall Reconstruction, U.S. Air Force Long Range Radar Site, Cape Lisburne, Alaska (LIS006). This acquisition is advertised as unrestricted, full and open competition. A solicitation is expected to be issued on or about 1 June 2015 and proposals due on or about 15 July 2015.

Contract award will be based on the best overall value to the Government considering the non-price factors described in the RFP and price.

The Government will evaluate proposals in accordance with evaluation criteria specified in the RFP, FAR Part 15, and will utilize the tradeoff process described in FAR 15.101-1. Any resulting contract will be firm fixed price. The anticipated Notice to Proceed date is 5 October 2015. Offerors are advised that a contract resulting from this solicitation is subject to the availability of funds and may be cancelled or revised at any time during the solicitation, selection, evaluation, negotiation and final award. Should Congress not appropriate funds, the solicitation will be cancelled. If the project is cancelled, all proposal preparation costs will be borne by the offeror.

Interested firms must be able to provide all management, tools, supplies, parts, materials, equipment, transportation, and trained labor necessary to perform the reconstruction of 5,450 linear feet of stone seawall adjacent to the runway at the U.S. Air Force Long Range Radar Station, Cape Lisburne, Alaska.

Construction tasks will include removal and on-site disposal of the existing stone seawall, recovery of competent stone for reuse in the new seawall, quarrying stone in a permitted on-site quarry for use in the new seawall, and construction of the new seawall above and below the mean high tide line. The estimated dollar magnitude of this project for the base plus options combined is anticipated between $30,000,000 and $40,000,000. The performance period will be approximately 1,095 calendar days (base), and 730 additional calendar days (all options). Bid bonds will not be required however the offeror must provide a letter from their bonding agent to confirm the ability to provide performance, and payment bonds.
