FEMA Seeks Contractors to Provide Meals in Texas

Will Accept Responses Through September 6, Though Deliveries will Start on September 1


Bluemont, Aug. 31, 2017 (GLOBE NEWSWIRE) -- The Department of Homeland Security, Federal Emergency Management Agency (FEMA), released on Thursday, August 31 a combined synopsis/solicitation for the delivery of up to 6.2 meals between September 1, 2017 and September 10, 2017 to people in Texas affected by Hurricane Harvey.

FEMA, in this combined synopsis/solicitation also announced its intent to award multiple commercial, firm fixed-price purchase orders, as needed. The applicable North American Industry Classification Standard (NAICS) code is 311991. The small business size standard is 500 employees.

According to the synopsis/solicitation, FEMA will provide delivery, inspection, acceptance, and FOB destination point of contact information to awardee(s).

In case of inclement weather not permitting arrival of participants, FEMA reserves the right to make one adjustment to the period of performance with advance notice. It intends to base contract awards resulting on the contractor who submits the lowest price technically acceptable response, based on technical aspects and unit price.

Responses must include pictures of the meals, labels, and nutritional facts, and responses to the following questions:

  • Do meals provide a variety of nutrient dense foods that reflect the basic food groups?
  • Do meals/kits have at least a six-month shelf life upon delivery
  • Can contractor complete a spreadsheet with all trailer/truck numbers, license plates, and estimated time of arrival for each trailer/truck?
  • Can contractor track shipments and drivers?
  • Can contractor drop the trailer for a minimum of 30 days?
  • Can contractor palletize the order using industry standard size pallets?
  • Can contractor shrink wrap over all sides (excluding the top and bottom) with a minimum of ten layers of shrink wrap, to ensure the capability to double stack pallets without comprising the sturdiness of load and to prevent loads from having to be restacked prior to being issued to survivors or placed in the warehouse?

Responses also must include company name, company DUNS number, and point of contact information.

Interested and capable contractors must submit the above information to the following e-mail addresses by no later than August 31 at 1 p.m.: FEMA-NRCC-CAUL@fema.dhs.gov, Carolyn.knight@fema.dhs.gov, Monique.Park@fema.dhs.gov, jonathan.igwebueze@dhs.fema.gov, Isaac.chapple@fema.dhs.gov, and FEMA-NRCC-CAS@fema.dhs.gov.

According to the synopsis/solicitation, FEMA intends the solicitation to remain continuously open through at least September 6, 2017. Interested and capable contractors can submit proposals anytime between this seven-day period, with FEMA evaluating responses every 12 hours. The first cut-off, according to the synopsis/solicitation is 12 p.m. on August 31.
