Mass Spectrometer Maintenance Contract with National Ocean Service

Active Federal Contracting Opportunity for Small Business

Charleston, South Carolina, Feb. 28, 2018 (GLOBE NEWSWIRE) -- In order to successfully study harmful algal toxins in our seas the National Oceanic and Atmospheric Administration (NOAA) requires a contractor to perform maintenance on three of their mass spectrometers in Charleston, South Carolina. This opportunity is reserved for a small business. Contractors who can provide this service must submit an offer for the work by March 15, 2018.

The contractor will be responsible for furnishing all materials, travel expenses, labor, tools and equipment necessary to provide full maintenance, both preventative and emergency repair on the instruments. When updates are necessary the contractor must also implement those. This work is slated to begin on April 1, 2018 and last for one year at a location in Charleston, South Carolina.

An offeror must consider some unique elements about this work when submitting their quote to the government. First, they should have a written agreement to obtain all manufacturers’ repair parts for the duration of the contract. The contractor must also complete mandatory security awareness training through NOAA. Service engineers working under the contractor must be factory trained and fully qualified, authorized and certified to work on these spectrometers. Other considerations that the contracting officer will factor into the award decision are general guidelines and requirements for all federal contractors.

US Federal Contractor Registration (USFCR), the world’s largest third-party government registration firm, helps businesses prepare for these federal contractor requirements. They register companies on their behalf in the System for Award Management (SAM) and provide training to understand the systems. They have also have pioneered the Advanced Procurement Portal (APP) which helps businesses learn how to submit powerful offers on the best solicitations. APP places active government opportunities, buyers and vendors with historical federal business opportunity information so market research, marketing, proposal writing and bidding are unified. The synthesis of this data paired with easy access will simplify the federal procurement process for businesses who may then dedicate their complete effort toward their performance on the contract instead of the acquisition of it.
