NRHA Announces Phase II of the Homes at Bay Oaks Park


Norfolk, VA, Nov. 14, 2018 (GLOBE NEWSWIRE) -- On April 25 Norfolk Redevelopment and Housing Authority (NRHA) broke ground on the first 20 of 39 distinctive new coastal residences on 5th to 7th  Bay Streets. The homes are nestled next to the Chesapeake Bay and adjacent to the new 11-acre Bay Oaks Park. The neighborhood will be known as the Homes at Bay Oaks Park.

 

Nine members of the NRHA Builders Guild were selected to build the first 20 homes. The builders are Associated Contracting Services (two homes), Classic 3 Builders (one home), EDC Homes (two homes), G & D Builders (two homes), Howerin Construction (two homes), Mid-Atlantic Custom Builders (two homes), Murray Homes (four homes), Real Developments (one home) and Richardson/Viridian Homes (four homes). Sixteen of these homes are now under construction and five are under contract, ranging from $479,000 to $500,000.

 

On October 19, NRHA issued a Request for Proposals (RFP) to Builders Guild members for Phase II’s 19 residences in the Homes at Bay Oaks Park development. The RFP can be found at www.nrha.us/opportunities/solicitations/east-ocean-view-homes-bay-oaks-park-phase-ii. Responses are due November 19.

 

Infrastructure construction began in 2017 with extensive site re-grading, development of a comprehensive underground storm water retention system, new street construction on 5th and 6th Bay Streets as well as the creation of a grassy median with a brick plaza and 16-foot granite medallion on 6th Bay Street. Bay Oaks Park features recreational amenities set among a diverse combination of natural open fields, native undergrowth and stands of towering trees that include the live oaks for which the Park is named.

 

The architecture of the new homes, which have Bay views, Park views or are located midblock, will be in a traditional Ocean View vernacular best expressed in the East Beach development 16 blocks to the south. East Beach, co-developed by East Beach Company and NRHA, is the most successful and most acclaimed of all residential development in Hampton Roads over the past decade.

 

NRHA has pre-selected approximately 100 plans for two-to-four bedroom homes, ranging from 1,792 to 2,583 square feet, that are compatible with established architectural standards and are designed in traditional coastal styles with contemporary interior finishes. Carriage houses featuring a two-car rear garage with living space above are included among the plans. Selected builders may choose from these plans or produce original plans compatible with NRHA standards.  

 

Other architectural and site details include underground utilities, alleyways, porches, crawl space construction, fiber cement or natural cedar shingle exteriors and professional landscape plans emphasizing native coastal plants. All homes in the development meet nationally certified energy efficiency and green design standards such as US Green Building Council LEED or Earth Craft.
