Miss & Ms. Black California USA is a division of California USA Metroplex Pageant Systems, Inc. Founded in Houston Texas in 1986, it is the largest African American pageant system in the United States. The Miss Black California USA title is for unmarried students of color with no children, between the ages of 18 and 24. The Ms. Black California USA title is for contestants of color ages 25-35.
