Kansas Bureau of Investigation Deploys Best-of-Breed Security Solution Utilizing Nokia IP Network Appliances

Topeka, Kansas - (December 19, 2002) -The Kansas Bureau of Investigation (KBI), a division of the state's Office of Attorney General dedicated to law enforcement activities in the state of Kansas, has chosen Nokia (NYSE:NOK) IP network security appliances to underpin its 'best-of-breed' network security approach to connect some 6,000 users at 250 separate agencies.  Integrating VPN-1®/FireWall-1® software from Check Point Software Technologies (NASDAQ: CHKP) and RealSecure® for Nokia intrusion protection from Internet Security Systems, Inc. (ISS) (NASDAQ: ISSX), the Nokia solution also incorporates FishNet Security's FireMon firewall monitoring and management tool. Firemon is one of the first products to receive the "Nokia OK" approval from Nokia's Security Developer Alliance, a program enabling security application interoperability and manageability with new and existing Nokia security appliances. Up and running in just two weeks, the total solution granted KBI a 300 percent return on investment within the first year of deployment - a total cost avoidance of $2.5 million dollars a year.

"KBI maintains a criminal justice information system with highly sensitive information, making security unequivocally paramount, the primary reason behind our original private network design," Norma Jean Schaefer, IT consultant, KBI. "However, our leased line configuration couldn't handle the transmission of critical images such as fingerprints and mugshots and the connectivity costs were too high for about two-thirds of the state's police departments and courts."

KBI was delivered its end-to-end solution through FishNet Security, the largest privately held network security integrator in the Midwest. Based on its specific requirements, KBI received a fully-integrated offering, allowing its various agencies throughout the state to exchange criminal records and related information in conformance with its demanding privacy, integrity and confidentiality requirements. In choosing the Nokia family of appliances, KBI was able to cost-effectively scale to the demands of both its data center and its smallest field office and, due to Nokia's purpose-built platform, implement its entire network design in just two weeks.

Notes Schaefer: "The IPSO operating system on the Nokia IP Security Platform takes the risk out of installing, configuring and operating security appliances. With Nokia appliances, I can have the site up in about an hour and sleep well knowing the configuration is solid."

In addition to the solution's industry-leading firewall, VPN and intrusion protection capabilities, KBI is one of the first customers to benefit from Nokia's Security Developer Alliance, a program delivering interoperable security solutions that meet enterprise and service provider requirements. Through its "Nokia OK" process, Nokia can further enhance its value by bringing customers innovative solutions, such as FishNet Security's FireMon firewall management and monitoring technology, which have been rigorously tested to interoperate seamlessly and securely with the Nokia product family.

"Through the KBI implementation, Nokia has demonstrated the value of the fully integrated, best of breed approach," said Dan MacDonald, vice president of product management and marketing, Nokia Internet Communications. "On a platform built from the ground up for security applications, Nokia, through our partners Check Point and ISS, is able to deliver the very best firewall, VPN and intrusion protection technology available. By incorporating new applications via Nokia's Security Developer Alliance, customers like KBI can benefit from a uniquely comprehensive, robustly secure solution."

With the Nokia security solution, KBI can now provide access to its Kansas Criminal Justice Information System to all 250 criminal justice offices throughout the state, including one person operations, a luxury that small counties previously weren't able to afford given the cost of a leased line.

"Our law enforcement is more effective statewide because information that used to take weeks to send in the mail now gets transmitted securely in seconds over the VPN," said Ron Rohrer, IT director, KBI. "In selecting Nokia IP appliances, we received a purpose-built system granting us the exact flexibility and versatility we required - and avoiding millions of dollars a year in telecommunications and support costs."
