If approved by Congress, the fund could draw from federal and state money to pay for residents' health costs.

However officials failed to treat the water to avoid lead in the pipes from contaminating the water, as required under the Safe Drinking Water Act. This lead to thousands of residents being exposed to dangerous levels of lead.
