US Immigration Seeks Efficiency Training Software

Small Business Contractor sought for Software Licenses

Government agencies are under the microscope with a lot of attention on ensuring an efficiently functioning government. US Citizenship and Immigration Services (USCIS) wants to make sure that they are continuing to train their employees and contractors to be efficient. They are currently seeking a contractor to deliver twelve-month software licenses that will provide cloud-based accessible training modules in line with their quality management programs. The deadline to submit a quote to USCIS is February 5, 2018

The software will train on Lean Six Sigma methodology and be in line with the Malcom Baldridge Quality Program. While Lean Six Sigma focuses on process flow and waste issues to promote “business and operational excellence", the Baldrige Program aims to improve the competitiveness and performance of U.S. Organizations. These will be cloud-based training modules accessible across the entire agency to employees and other contractors.

Contractors are often asked to provide a plan for quality assurance of their own work when submitting offers to the government. Ironically this procurement that promotes quality control does not emphasis quality from the contractor in the solicitation. The agency is basically just looking for the lowest price technically acceptable in the offer. There is no maintenance schedule for the year-long licenses after their delivery which is at least fifteen days after the contract is awarded.

One of the major criterion for businesses making an offer is that they have to be registered in the System for Award Management as a small business within the computer training industry (NAICS 611420). The agency will only consider offers from small businesses when deciding who will get the award. A computer training business is considered small when their annual receipts total $11 million or less.

US Federal Contractor Registration (USFCR) registers companies on their behalf in the government's mandatory System for Award Management. USFCR is the world’s largest third-party government registration firm, but they provide much more than just registration. They also prepare their clients for making the strongest offers to the government.
