House `Caps' Vote Victory for Pennsylvania Businesses, Physicians and Consumers


HARRISBURG, Pa., June 10, 2003 (PRIMEZONE) -- The Pennsylvania Chamber of Business and Industry praised state House lawmakers for taking another bold step toward meaningful lawsuit abuse reform in Pennsylvania by approving legislation that would begin the process of placing reasonable limits on non-economic damages for all civil lawsuits.

"Excessive lawsuit awards are hindering economic development and job creation; forcing good doctors to leave the state or close their practices; and driving up the costs of goods and services for consumers," said Floyd Warner, president of the PA Chamber. "The Chamber has advocated strongly for broad-based caps because the issue goes beyond that of being solely a medical malpractice concern. Reforms should include all groups impacted by out-of-control lawsuits. I commend House lawmakers for recognizing this and moving an all-encompassing caps bill."

Warner said a state's litigation environment is another decision-maker for businesses seeking to expand or locate, just as is a state's tax structure.

"Sadly, Pennsylvania doesn't fair well in either category. We must continue to change things for the better. One way we can do that is by reigning in our out-of-control legal system," he said.

Warner called the vote a critical victory for the business community, medical professionals and consumers, and another key step in the process of restoring fairness, balance and common sense to the state's legal system. He encouraged the Senate to follow the House's lead and approve the legislation.
