Skanska-Aker Kvaerner JV wins four projects worth GBP18.9 million under Anglian Water Framework

Skanska in joint venture with AK Engineering Services, part of the Aker Kvaerner Group, is one of six framework contractors partnering with Anglian Water on their current Asset Management Programme. Under this programme, the fully integrated JV provides project management for the design and construction phases, with AK Engineering Services providing engineering expertise for process and MEICA (mechanical, electrical, instrumentation, control and automation) design, and Skanska Construction providing civil and structural design and construction for the water, wastewater and sludge treatment projects.

"We are pleased with the ongoing success of the framework and our ability to provide a comprehensive service to Anglian Water. The projects have enjoyed the benefits of close co-operation and integration with all parties and we look forward to achieving greater success when undertaking the future allocation of workload," said Bill Hocking, Managing Director of Skanska UK Civil Engineering.

"This latest project award is the culmination of one year's hard work by the Skanska and Aker Kvaerner JV team to develop a technically and economically justifiable solution, in partnership with Anglian Water. This is the biggest project awarded to the JV to date under the Asset Management Programme on a partnering basis and further consolidates the close working relationship we have with Anglian Water," said Malcolm Oliver, President of AK Engineering Services.

The Whittlesey design and initial construction activities commence immediately, with a completion date of end-2004. As with all these Asset Management projects, the work is being undertaken on a full partnering basis with a target cost and a shared pain/gain incentive.

The other awards under the framework include Stanbridgeford STW valued at GBP 4 million, Hitchin valued at GBP 5.7 million and Canwick valued at GBP 2.2 million - all due for completion by the end of 2004. Smaller schemes such as Wrentham valued at GBP 1.36 million and St. Ives valued at GBP 1.4 million are also now ongoing. The total current workload in various stages of completion, ranging from development work to projects currently undergoing takeover trials, has a value of GBP 52 million.

Previously completed work has included wide experience of sludge processing schemes, ranging from GBP 0.1 to 5.0 million, covering a full range of process technologies.

The initial Asset Management Programme project work commenced in February 2000 for an initial period of three years and this has been extended by a further year with an additional opportunity to take the JV through to the end of the programme period - end of 2005. The JV has opened a dedicated multi-disciplinary project office in Peterborough to facilitate closer co-operation with Anglian Water and improve communication to the various sites.

Allocation of base workload takes into account individual partner capability, current workload and performance on projects. To date the JV has been awarded more than GBP 70 million of work, covering nearly eighty separate schemes. The various schemes are spread over the whole of the Anglian Water region (the largest area of the ten water and sewage companies in England and Wales) from Lincolnshire to Essex and, from Leicestershire to Norfolk and Suffolk. The forecast work allocation over the five-year period is estimated to be in the region of GBP 80 million.

The six appointed framework contractors are continuously assessed by Anglian Water, and the Skanska / Aker Kvaerner JV is currently in first place in the KPI performance assessment chart. One of the key performance indicators is safety - within which the JV is highly regarded. The other key performance indicators include quality, cost, time and people elements.
