Highway Toll Administration (HTA) Announces Expansion in Puerto Rico
Equipping Rental Vehicles Island-Wide

GREAT NECK, NY--(Marketwire - November 6, 2007) - Highway Toll Administration, LLC (HTA), the
pioneer in electronic toll payment services for the auto rental industry
including such global brands as Avis and Budget Rent A Car, announced today
an aggressive expansion of services in Puerto Rico. HTA has secured
additional customer contracts in Puerto Rico with several prominent local
rental agencies, including Target Rent-A-Car, AAA Car Rental, and U-Save
Car & Truck Rental. There are an estimated 10,000 total rental vehicles in
Puerto Rico.
Rental vehicles will utilize AutoExpreso sticker-tag transponders that
allow drivers to breeze through toll plazas. Customers are charged a small
daily fee plus any tolls incurred, and charges appear directly on the
customer's credit card. HTA processes the transactions using its
proprietary technology platform, and is seamless to rental customers who
use the service.

Rental customers can now safely enjoy using the Island's tollways without
stopping and fumbling for change. Electronic toll payment has proven to be
very popular with rental customers, and HTA's system has proven to be
highly efficient and significantly reduces overhead for the rental agency
and the toll road.
The AutoExpreso system was designed, equipped and installed by TransCore,
including the thin, flexible windshield-mounted eGo® Sticker Tag. The
tag uses 915 MHz radio frequency on a microchip to provide a low cost,
programmable option that does not require a battery. TransCore also
provides maintenance, customer services and other electronic toll
operations on the Island.

in March 2004 to solve recurring congestion problems at major toll plazas.
