BETHESDA, MD--(Marketwire - March 14, 2011) - Sweden's telecommunications regulator, Swedish Post and Telecom Agency (PTS), has announced the successful conclusion of its auction over the Internet, after almost five days of bidding and 31 rounds. With the consulting and software support of information technology consulting firm, Computech, Inc., the PTS auction awards enable the winning bidders for each of the six frequency blocks in the 800 MHz band to provide mobile telephony and wireless broadband services to their customers.
"Computech's auction platform contributed to a successful auction and offered the flexibility to accommodate our unique requirements, which resulted in PTS achieving its objectives for the auction," explained Jonas Wessel, Head of Section at PTS. "Computech's team was professional, responsive and diligent in their efforts, enabling us to move forward with our spectrum strategy."
Computech's team led internal system training with PTS, conducted mock auctions for the bidders in advance of the auction, and worked with PTS to finalize the auction design and rules. Following the release of the final auction rules, Computech tailored its Computech Auction Platform (CAP) to address PTS' specific requirements, which enabled the Swedish government to conduct an automated auction.
Lawrence Fitzpatrick, Computech's President, noted, "We were extremely gratified to have helped PTS facilitate this auction to meet consumer demand for broadband services and make possible the opportunity for new technological solutions."
The auction platform, which was hosted in the Cloud (Amazon AWS), allowed for a quick, cost effective deployment and enabled bidders to securely access Computech's software over the Internet. PTS chose a Simultaneous Multiple Round Ascending (SMRA) auction format with switching rules.
PTS reported that:
- The Auction concluded with SEK 2 054 000 000 (~$325 million) in winning bids, effectively allocating all six blocks that were up for auction.
- There were three winning bidders (HI3G Access AB, TeliaSonera Mobile Networks AB and Net4Mobility HB), each winning 2x10 MHz.
- FDD6, the block that included a requirement to cover outlying areas, was won for SEK 349 000 000, SEK 49 000 000 over the SEK 300 000 000 set aside for coverage.
