Passed by the U.S. Senate on June 27, 2013, S.744, otherwise known as the "Border Security, Economic Opportunity, and Immigration Modernization Act of 2013," lays out comprehensive legal immigration reform that could radically change employment-based visa categories, availability of nonimmigrant workers across all sectors of the workforce, and provide legal status to more than 11 million undocumented immigrants in the United States.

During this complimentary webinar, Dave Fowler, vice president of Product Strategy for Equifax Workforce Solutions and chair of the American Payroll Association Government Affairs Task Force Immigration Subcommittee will join Andrew W. Merrills, shareholder and leading immigration lawyer at Ogletree Deakins to explore the legislation's potential impact on employers and explain the mandatory, phased in E-Verify® employment eligibility provision it would include.  

Drawing on Merrills' legal background, as well as Fowler's industry expertise and experience in government affairs, the presentation will provide a detailed look at the inner workings of S.744 and explain the potential risks and best practices for employers should the bill become law. Demonstrating how S.744 would reform the visa process, legal status, employment eligibility and identification processes, Merrills and Fowler will also explore the provisions and ramifications of Title III: Interior Enforcement, Subtitle A – Employment Verification System. Topics to be addressed include the increase in employer penalties for hiring unauthorized workers, required implementation of E-Verify, changes related to H-1B, L-1 and employment-based visas, and inclusion of new visa programs to increase legal residency and employment eligibility. Fowler will share additional insight on what employers can do to mitigate the risks associated with these new provisions.
