US Federal Contractor Registration is reporting the release of the U.S. Navy Patrol Boat (PB-X) RFI in Washington D.C. posted to FedBizOpps (FBO) on June 17, 2015. The U.S. Navy Patrol Boat (PB-X) RFI response date is current set in record for July 9, 2015. Every business interested in bidding on the U.S. Navy Patrol Boat (PB-X) RFI must be properly registered in the SAM Registration, as well as have the North American Industry Classification System codes 336612 - Boat Building, and 336 - Transportation Equipment Manufacturing filed in their SAM account/vendor profile.

This is a Request for Information (RFI) notice only and is identical to RFI N00024-15-R-2223 which was posted to the 336611 NAICS code. This is not a request for proposal (RFP) and a formal solicitation is not available at this time. This notice does not constitute a commitment by the Government to issue an RFP, contract, or order. This RFI is for informational planning purposes and it not to be construed as a commitment by the Government for any actual procurement of materials, machinery, or services.
This RFI does not commit the Government to contract for any supply or service. The Government will not pay for any effort expended or any material provided in response to this announcement. All costs associated with responding to this RFI are solely at the responding parties' expense. Respondents are solely responsible for properly marking and clearly identifying any proprietary information or trade secrets contained within their response. The Government will not be liable for, or suffer any consequential damages for any proprietary information not properly marked and clearly identified. Proprietary information received in response to this RFI will be safeguarded and handled in accordance with applicable Government regulations.
Responses to this notice are not offers and will not be accepted by the Government to form a binding contract or agreement. The Government will not be obligated to pursue any particular acquisition alternative because of this RFI. Responses to the RFI will not be returned. Not responding to this RFI does not preclude participation in any future solicitation, if one is issued. The Naval Sea System Command (NAVSEA) is hereby issuing a RFI on behalf of the Support Ships, Boats, and Craft Program Office (PMS 325), to assist in informing the requirements definition and procurement strategy phase to recapitalize 25 feet and 34 feet Patrol Boats (Force Protection boats). These boats are currently in use with the Navy Expeditionary Combatant Command (NECC) Coastal Riverine Force (CRF). Approximately 100 of these boats will be replaced by a PB-X craft whose length is nominally 40 feet. This RFI will assist the Navy in informing the design and capability requirements of PB-X. Please note that although this RFI is open to all interested parties only boat builders located in the U.S. will be eligible to submit a proposal should an RFP be issued for PB-X.
PB-X will operate day or night, in all-weather and will patrol green water littoral zones such as coastal water approaches, bays, major rivers, ports, and harbors. Specifically, the craft will support maritime security operation missions and tasks such as Harbor Approach Defense; High Value Unit Transit Escort Operations; Visit, Board, Search, and Seizure (VBSS) Operations and Overwatch; Critical Infrastructure Protection; Amphibious Operations Support; Riverine Operations; Mine Warfare Support; Embarked Forces Support (e.g., SOF, EOD, USCG LEDET); and, Humanitarian Assistance/Disaster Relief (HA/DR) Support.
NECC CRF boats operational employment outside of the continental U.S. to support missions is typically between 4,000 to 6,000 hours per year (2,000 to 3,000 hours per year within U.S.). Boat crew rotation typically occurs 2 to 3 times during a 24 hour duty cycle period. Patrol missions are short transits of less than 1-hour from base to the Operational Area (OPAREA). While patrolling an OPAREA a boat may be required to extend on-station time by loitering at very slow speeds and/or sprint at 40 knots to intercept a Contact of Interest (COI). Escort missions require the craft to match the speed of the High Value Unit which is usually between 15 to 20 knots.
The Navy is requesting information on boats capable of performing the functions described below. Boat designs within or near PB-X attributes and requirements listed in this RFI will be reviewed.
This RFI in no way binds the Government to offer contracts to responding companies. The information provided will assist NAVSEA in developing and further defining future procurement and acquisition strategies. Defense and commercial contractors, including small businesses, veteran-owned businesses, service-disabled veteran-owned businesses, HUBZone small businesses, and woman-owned small businesses are encouraged to participate. This RFI is the initiation of a market research under Part 10 of the Federal Acquisition Regulation (FAR), and is not a Request for Proposals (RFP). All information shall be provided free of charge to the Government. NAVSEA may request further information regarding the capabilities of respondents to meet the requirements and may request a presentation and/or a site visit as deemed necessary.
