Firm Adds Two Partners to D.C. Office


WASHINGTON, May 16, 2016 (GLOBE NEWSWIRE) -- Pepper Hamilton LLP announced the further expansion of its Government Contracts Group with the addition of two partners from BakerHostetler – Hilary S. Cairnie and Kelley P. Doran – who will be based in the firm’s Washington, D.C. office.  This expansion comes less than a year after the addition of partner G. Matthew Koehl from Holland & Hart and of counsel Gary J. Campbell from General Dynamics and will add additional depth to Pepper’s capabilities in working with companies in the information technology, defense, cybersecurity, engineering, life sciences, and biodefense industries.

Hilary S. Cairnie will serve as co-chair of the Government Contracts Group. Throughout his career, Mr. Cairnie has advised and represented clients regarding virtually all types of government contracting matters, involving contract formation, performance and administration. He has litigated prime/sub disputes in federal and state court, small business protests and appeals, and provided counsel regarding cost audits and disallowances. He counsels clients on the unique issues associated with intellectual property developed under government contracts, CRADAs and cooperative agreements.

Prior to joining Pepper, Mr. Cairnie led BakerHostetler’s Government Contracts team of more than a dozen attorneys representing contractors involved in construction, aerospace, information technology, ship building, research, and engineering contracting with defense and civilian agencies. Mr. Cairnie graduated from Catholic University of America, Columbus School of Law in 1989. He earned engineering degrees from Purdue University (B.S. 1978) and Massachusetts Institute of Technology (S.M. 1981).

Kelley P. Doran has more than 20 years of experience in government contract and grant counseling in a wide variety of industries, such as biodefense, life sciences, information technology, cybersecurity, homeland security, and defense. In addition to representing contractors before bodies such as the Government Accountability Office (GAO), Mr. Doran assists clients in addressing compliance issues, responding to government investigations and adhering to government-unique information systems security requirements.  Mr. Doran also has significant experience with mergers, acquisitions, and asset purchase agreements involving companies with portfolios of federal, state and local prime contracts and subcontracts, including multiple award schedules contracts under the U.S. General Services Administration’s Federal Supply Schedule.

Prior to joining Pepper, Mr. Doran was a partner in the Government Contracts Group at BakerHostetler. Mr. Doran earned his J.D. from Washington and Lee University Law School in 1993 where he was a member of the National Moot Court Team. He earned a B.A., cum laude, from Bates College in 1989 and was elected to Phi Beta Kappa.
