Miami, Florida, Sept. 14, 2017 (GLOBE NEWSWIRE) -- The Department of Homeland Security, Federal Emergency Management Agency (FEMA), released on Thursday, September 14 a combined synopsis/solicitation in which it outlined plans to procure portable toilets for the period of September 14 and December 31, with an option to extend the period of time during which the toilets are in place.
These porta-potties, according to the combined synopsis/solicitation, will be located at each potential FEMA Disaster Remote Center in each of Florida’s 64 counties, and the solicitation comes after the devastation caused in some Florida cities and towns by Hurricane Irma.
The full requirement calls for 64 regular porta potties; 64 ADA-compliant porta potties; 64 hand wash stations; and pick-up and delivery.
Interested and capable contractors are invited to respond to the solicitation. These responses, according to the combined synopsis/solicitation, must include a price per toilet over the entire period of performance and service for each toilet twice a week. FEMA will only consider toilets that are new (e.g., no remanufactured or “gray market” toilets will be accepted), and all toilets must be covered by the manufacturer’s warranty.
Shipping must be free on board (FOB) destination CONUS (Continental U.S.), which means that the seller must deliver the goods on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination.
The associated North American Industrial Classification System (NAICS) code for this procurement is 562998 with a small business size standard of $7.5 million.
For this solicitation, FEMA intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser-based application to conduct the reverse auction.
An offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. FEMA intends this process to help improve vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.
