Contract sharing scheme in Boisbriand and Montreal: France Michaud is permanently struck from the roll of the Ordre des ingénieurs du Québec

MONTREAL, July 03, 2018 (GLOBE NEWSWIRE) -- The Disciplinary Council of the Ordre des ingénieurs du Québec rendered its decision on guilt and sanction in the case of France Michaud, who will be permanently struck from the OIQ’s roll.

France Michaud, who entered a guilty plea, was found guilty of violating the Code of Ethics of Engineers for proceeding to develop a contract sharing scheme that made it possible to circumvent the competitive bidding process of the City of Boisbriand, participating in said scheme, and being involved in potentially harmful practices for the public or the profession.

Furthermore, Ms. Michaud was found guilty of demonstrating conduct unworthy of her profession and failing to meet her ethical obligations, in particular by coordinating activities involved in the collection and distribution of money so that the firm Roche could obtain contracts in Montreal, Boisbriand and its surroundings.

Ms. Michaud’s alleged offences were committed between 2002 and 2009, while she was vice-president of Roche.

The full version of the Disciplinary Council’s decision is available on the OIQ’s Web site. In its decision, the Disciplinary Council also ordered Ms. Michaud to pay all costs in connection with processing the complaint, including publication costs.

The costs in connection with processing the complaint are payable within 30 days of the decision. The sanctions faced by Ms. Michaud, which include being permanently struck off the roll and paying the publication costs, are enforceable when she registers again on the OIQ’s roll.

As a reminder, the sanctions imposed by the Disciplinary Council are meant to protect the public by dissuading professionals from repeating offences and by setting an example for other members of the profession.
