The designation reflects Dowd’s logistical prowess stemming from a distinguished Army career. The retired major general was also the keynote speaker at the ceremony.
In his speech, Dowd spoke about experiences from his 35 years in the Army, which included tours in Kuwait and Afghanistan. He led a team responsible for developing the logistics structure to achieve the equipment drawdown of U.S. forces from Iraq still used today in Afghanistan.

In his current capacity, Dowd focuses on the global logistics market and is PAE’s liaison to the Army.
